The paper investigates the causes and nature of changes in the technical condition of the insulation of distribution networks with an insulated neutral. It is established that the main cause of insulation damage is the formation of shunt connections between the current-carrying part and the earth. The conditions for the performance of RM insulation relative to earth are determined in the form of restrictions on the change in insulation performance indicators, consistent with regulatory documents and standards. For the first time, a new principle for determining the performance of RM insulation relative to earth by diagnostic features that limit the value of the current through the shunt connection according to electrical safety criteria and the active power of losses in insulation from earth leakage currents according to the economic criterion of minimum power losses was obtained.
